No an amplifier is not required, the device just converts the tape to a PC format or that suitable for playing on a CD.

my question - can I simply transfer my tapes to disc without storing on my computer or having an mp3?

they would have to be on your computer temporarily whilst you copy them to disk, but then you could delete them. So you would only need to have one stored on your computer at any time.
